Poverty remains at the core of the global development agenda, although tremendous improvements in global welfare have been achieved. Despite a relative drop in the worldwide level of people living in extreme poverty, from 29% in 1990 to 23% in 1999, unfortunately absolute poverty levels remain stable, with almost 1.2 billion living on less than US$ 1 per day.

The average income in the world’s richest 20 countries is now 37 times greater than that in the poorest 20. Within high inequality countries, the poorest 20% of the population receive just above 2% of the national income, while the richest 20% receive more than 60%.
